The Associate Director/Director of Federal Affairs works in close partnership with the VP, Federal Affairs, to advance ACHP’s policy and advocacy agenda. The person has considerable skill in all facets of advocacy work with a particular focus on capturing and disseminating the unique contributions of nonprofit, community health plans. This person partners with senior management and member plan government relations leaders to develop and implement advocacy strategies on key priorities. This is a central position in a fast-paced, highly collaborative, member-focused environment.
The Associate Director/Director of Federal Affairs is a self-starter, creative and flexible, and has a passion for policy and politics. This person must be able to work independently, under the supervision of the VP, Federal Affairs, to manage assigned issues and responsibilities to drive ACHP’s mission to promote not-for-profit, provider-aligned companies.
CORE DUTIES AND RESPONSIBILITIES
Contributes to the development and execution of a lobbying strategy that advances the ACHP advocacy agenda at the federal level
Builds strong relationships with ACHP member companies to achieve measurable advocacy outcomes, including regulatory relief and legislative action
Monitors and anticipates relevant political and policy developments impacting member organizations and develops strategies for engagement around them
Networking and External Affairs
Attends hearings, meetings and various events in Washington to represent ACHP as needed
Builds and maintains ACHP’s relationships with key policymakers and health care stakeholders in D.C., with particular focus on Congressional committees of jurisdiction and federal health agencies
Facilitates collaboration with like-minded stakeholders in pursuit of policy aims
Communication and Presentation skills
Presents to key internal and external audiences on developments in Washington and on ACHP’s advocacy work
Ability to synthesize complex policy documents into shorter, easy to understand materials for diverse audiences via multiple channels
Plays a key role in planning and executing ACHP’s in-person member meetings, such as fly-ins and annual Symposium
Contributes to ACHP’s public affairs messaging and social media

PROFESSIONAL EXPERIENCE, EDUCATION AND OTHER QUALIFICATIONS
7 + years of experience in combined public policy, health advocacy or health sector
Established bipartisan relationships on Capitol Hill and/or Executive Branch
Experience representing clients or members on Capitol Hill
Deep understanding of government health programs such as Medicare, Medicaid and the Marketplace, as well as prescription drug policy and other key areas of interest for the insurance industry
Proven track record of successfully navigating the Washington political and policy environment
Critical thinking, strategic expertise
Exceptional oral and written communication skills; ability to synthesize and present complex information for various audiences
Strong capabilities with modern communications tool such as PowerPoint, Excel, Twitter and LinkedIn
WORKING CONDITIONS/PHYSICAL DEMANDS
Work is in an office environment, with consideration of remote options
Some travel required
