The NSTA Senior Finance and Grants Manager manages the overall financial management of NSTA’s federal and private grants and contracts. The Senior Finance and Grants Manager will be responsible for the day-to-day financial oversight of the organization's contract and grants programs, working in a dynamic, collaborative, and mission-based environment. The position supervises all aspects of grants financial management and compliance with funder requirements and applicable laws. Responsibilities include budgeting, forecasting, financial analysis, reporting and related activities to support the grants and contracts programs. The successful candidate will be detail-oriented, adept at managing priorities and deadlines, and will have demonstrated success in working with multiple programs. The successful candidate must have experience in Dynamics SL. This position reports to the Director of Finance.
ESSENTIAL FUNCTIONS
- Oversee day-to-day financial operations of contracts and grants administration.
- Oversee approval of grant proposals, compliance review, processing award letters, and financial grant reporting, all within the context of compliance with applicable laws. Perform final compliance review on grants as applicable.
- Oversee review of grant budgets and financial information, providing appropriate risk mitigation recommendations as necessary.
- Provide timely grant accounting, billing, budgeting and financial reporting to the sponsors and the Finance Department.
- Oversee monthly grant spending forecasts and reporting.
- Conduct regular periodic meetings with project directors to review general ledger entries, key milestones, deliverables, and assist them with budget tracking and reporting. (Currently, the position includes providing .5 FTE support to the NSTA Army Educational Outreach Program through weekly budget meetings for eCYBERMISSION, GEMS, and JSHS, monthly billing to Battelle, and quarterly projections and actual expenses reports, reviewing/approving all AEOP-coded transactions in PN3).
- Responsible for electronic grant submissions/revisions/cash requests.
- Assist with NSTA’s Single (OMB A-133/Uniform Guidance) audits, incurred cost submissions, 990 tax schedules.
- Oversee approval of independent contractor and professional service contracts, conference center and hotel contracts, including review of contract terms and conditions and compliance with applicable laws.
- Ensure federal and private donor compliance, including regulatory reporting, as applicable
- Oversee and seek to improve the process and workflow by which grants and contracts are made and collaborating across the organization to ensure smooth and timely contract and grant processing. Develop and enhance systems for contracts and grants administration, using digital technology to streamline operations.
- Work with the NSTA Director of Finance to ensure appropriate internal controls are maintained for all contracts and grants management functions.
FINANCIAL PLANNING & ANALYSIS
- Manage proposal and budget preparation for all external funding opportunities
- Prepare new grant budgets for all federal and non-federal grant applications
- Perform financial analysis and maintain financial models to support business decisions.
- Manage budgeting process for programmatic initiatives.
- Assist in review of financial reports due on grants to funders.
- Assist in organizational budgeting, forecasting, and planning processes.
QUALIFICATIONS & EDUCATION
- Bachelor's degree in business, finance, or related field; MBA preferred
- 5+ years of similar financial management of grants within a non-profit organization
- Experience with the following software:
- Microsoft Dynamics SL –must
- Aptify –preferred or other association management software
- Microsoft Excel
- PN3 accounts payable
- Knowledge and expertise in OMB Uniform Guidance
- Attention to detail and strong organizational, analytical, and critical thinking skills
- Strong interpersonal communications skills; ability to communicate policies and financial concepts to non-finance managers
POSITION LOCATION
This position is currently remote, but the ideal candidate must be able to work at NSTA Headquarters in Arlington, VA, 22201, as needed.
