Reports to: Associate Executive Director of Member and Public Engagement Department: Government Affairs
Description: Develops and guides the association’s US domestic federal legislative and regulatory agenda, in addition to, managing international, regional, and state level affairs, as well. Builds strategies to ensure creation and passage of key legislation and regulation, including interacting with legislators, coalition building, persuasively advancing the association’s positions through meetings, written materials and motivating supporters.
Maintains contacts with US domestic federal legislative and other governmental agencies on public matters of association interest, and when appropriate, dives into international, regional, and state matters, too. Provides counsel to the Association’s members on present or pending legislation or regulatory matters.
• Plan and implement the business plan for the Government Affairs Department to prioritize federal domestic initiatives while maintaining capacity to engage, when appropriate, in international, regional and state level affairs to provide expertise and consultation for members and governmental initiatives. • Monitor potential international and domestic legislation and regulation to identify opportunities and threats for industry. • Maintains a direct relationship and consistent contact with WQA international contractors to oversee international advocacy, relevance, and support of the industry. • Manage multiple interest groups and stakeholders to craft and guide complex legislation and regulation, from inception through development process and completion. • Coordinate with members and leadership to prioritize a global legislative/regulatory agenda. • Develop and execute comprehensive strategies to achieve public policy goals of association. • Respond effectively to changing political and public circumstances to successfully guide public policy objectives. • Facilitate internal and external advisory councils, sections, committees and task forces associated with legislative and regulatory issues and preparing necessary documentation. • Reviews and keeps informed on international, state and federal laws and regulations affecting industry members and programs, preparing policy and bill analyses. • Works collaboratively and manages the relationships with State and Regional WQA’s. • Builds and maintains relationships with international and domestic government and non-government agencies and organizations. • Represents the Association for positions and legislative issues through speaking, presentations and participation in meetings, conventions, and conferences. • Manages external lobbyist/consultant workload and activities to support initiatives. • Oversees the management of WQA’s Political Action Committee (PAC) and all initiatives. • Other duties as assigned.
• Minimum bachelor’s degree in Political Science or related field required, preferably with public policy focus. Master’s Degree in related field, preferred. • At least 5-7 years of experience in senior level public policy positions • Significant federal legislative/executive background required, serving in governmental or public advocacy positions. Similar international and state-level legislative/executive experience preferred. • At least 5 years of experience overseeing public affairs for major public body or association, including extensive project management, community outreach and legislative affairs accomplishments. • Proven background in coalition building and public policy strategy leading to multiple legislative and regulatory achievements • Strong communications skills with the ability to fit to the audience and the message, refined public speaking capabilities, excellent written and verbal communication skills • Excellent relationship building and interpersonal skills. An ability to relate well with a wide range of constituencies. • Track record for creating effective working relationships with a board of directors, membership and external partners. • Maneuvers well to get things done; knows where to go to get what is needed; politically aware and agile; presents views and arguments well. • Strong Emphasis on membership satisfaction and employee satisfaction with fiscal responsibility. • Passion for continuously learning all relevant facets of the water industry to ensure credibility in representing WQA. • Computer Skills – Proficient in Word, Excel, and PowerPoint
